The Ferry Connection

The last few visits to Malta have included the use of the extremely convenient Sliema-Valletta ferry service. Even in the dastardly heat of August, the short trip across the harbour and (admittedly) arduous uphill walk to the Republic street is an overall pleasant affair.

When Transport Malta calls for tenders for harbour ferry services though it is not holidaymakers like myself and tourists that are the primary concern but rather the creation of a viable and practical alternative to the heavily congested road traffic. Even if we were to have had a near perfect transition to all that was promised by Emanuel Delia’s Arriva the use of water transport as an alternative was always going to be a useful complementary solution.

It’s good to see some forward thinking being applied – such as the free Valletta Lift use for all ferry ticket holders (always an added incentive). The condition of a maximum of 30 mins between each ferry trip is also important to ensure a constant flow – ferries with skeleton provision tend to be impractical for the consumer.

I’m not too sure about the “toilet facilities” requirement for what is after all less than a 15 minutes trip. Recently the Gozo Channel company that operates a 25 minute trip was quoted in the Times as saying that it did not feel the need to provide such Emergency services as defibrillators on short trips and that anyway there was no obligation. Surely available public toilets at each end of the Ferry service should suffice.

On the whole I would use the Venice Vaporettos (see picture) as a good standard reference point and would add a few suggestions of my own:

  • Sliema, Marsamxett and Inner Dockyard are a good start. A (maybe summer) route linking Portomaso – Exiles – The Tower – Tigne – Sliema Ferry might be an option.
  • Venice has many floating “ferry stops”. The Inner Harbour stops could be served by these – it might be a bit harder in the exposed areas for the summer route (see what happened to Sliema Pitch addition this year).
  • Ticketing system. Just in case the idea even floated in your mind: forget discriminating between residents and non-residents. Just use season tickets the 10€ weekly pass is a good start.
  • I am sure you thought of it but just in case, ferry users need to get to the ferry point. Is there going to be a similar deal with Arriva for a combo bus/ferry ticket? It’s evident there will be no car park + ferry ticket because Sliema parking is what it is.

J’accuse : Studies in Theatre

According to a possibly apocryphal story that is doing the rounds on the Internet, Steve Jobs watched the launch of the iPhone 4S from his favourite sofa in his home in Palo Alto. The man hailed as a visionary by the world’s press purportedly snacked on apples and rice pudding throughout the performance of Tim Cook: the man who had been the new anointed presenter of Apple’s latest breakthrough. The “source” claims that at the end of the show Jobs smiled as if to say “all things are in good hands” but did not utter a word.

The story is not exactly “Acts of the Apostles” material but you can see where the cult of Jobs is beginning to take shape. Jobs the visionary, the prophet of all things new, the philosopher with a positive attitude about misfits and changing the world. Here was a man who had influenced the globe − the whole world − with his ideas. It was beyond innovation. Innovation is “only” about improvement − making things better. Jobs went one step further. He made things “different”. A Times (UK) columnist put it neatly: Jobs did not give people what they wanted − he gave them products they could never have imagined.

It is somewhere there − the blasphemous fine line between innovation and creation. This prophet of the age of technology challenged the status quo − and won. No matter what he was “creating”, how far his philosophy took him, what Jobs did best was standing on that big empty stage and work the audience into an elevated sense of expectancy until, with the wave of one hand (and click of a button), the latest step in the Darwinian evolution of Apple goods was unveiled.

Yes. Steve Jobs of the limited wardrobe and unlimited intelligence was a master of theatrical presentation. He may have sat back and just given us his products through the usual channels of marketing but he chose to break barriers there too. Apple became a symbol of desirability and speciality − taking brand fidelity to new frontiers. And much of this usually culminated in the special launch events theatrically prepared and magnificently executed by the man who wanted to challenge our way of thinking and whose legacy will live on for much, much longer. Thank you Steve.

Wucking fankers

On Student’s Day this year we were regaled with a bit of amateur theatrics that took place on the university quadrangle. The dramatis personae included, the MegaloMinister Austin Gatt and a set of ministerial groupies, a cross-section of the student body, a couple of journalists faithfully following the ministerial route, and a hitherto unknown Theatre Studies student who goes by the name of Nicolà Abela Garrett. First impressions count, and the first impression we got was of a student who was mightily miffed because of the Arriva Disservice and who voiced such “miffiness” in no uncertain terms by directing a series of expletives to the minister who sleeps soundly at night. Such “miffiness” was couched in expletives of a rude-ish kind and was dutifully reported by the reporters-in-waiting in their respective online and printed papers.

My first reaction was “bravo” to the girl followed by a secondary reflection on the irony of it being Student’s Day. Oh how times have changed since the days when a critical word or two directed at government ministers would be interpreted as an invitation to a herd of thugs for an impromptu “rag day” in tal-Qroqq featuring the accessories of bare fists and knuckledusters. Any inquiries a propos the past should be directed (among others) to Michael Frendo (then esquire) − and no, Deborah Schembri, remembering the past is not an issue of political convenience.

Well done theatre studies student then. A child had finally stood up and told the Emperor the truth about his clothes. Wouldn’t it be great if more people thought and spoke their mind (and voted with it) than just Abela Garrett? What happened next − from all sides of our political power spectrum was an unfolding of scenes in our very own theatrical scenario.

One sees red

The media machine for the Opposition took up its position for scene two. Abela Garrett was projected to heroine status notwithstanding her choice of vulgar language that surely was not fitting for our sede sapientae. Nothing wrong there of course; however, those blessed with a long-term memory could detect a certain hypocrisy by the red media when it came to “judging” students and their ways.

RWD (that’s rewind) back to the last election when a young Caruana Galizia junior invited a cameraman of red persuasion to “f*** off” in no uncertain terms. The very same journalists (and party) that seemed to be exalting Garrett’s proficiency today had taken quite a different tack at the time − pushing the “indignated” buttons. At the time, no opportunity was wasted to call students all sorts of words − FFW (that’s fast forward) to today and all seems to have been forgiven.

Abela Garrett went on to apologise for her language but not for her outburst. The apology was also covered in all the papers along with a sort of investigation/witch hunt into the identity of the individual/individuals who in true MI5/CIA style had stopped Abela Garrett and given her a “talking to” while asking her for her particulars. Conspiracy theories flew across the Internet boards until it turned out that the “bully” in question had acted “spontaneously”.

Spontaneity

Mr Xuereb, a MITA employee, defended his vigorous questioning of the foul-mouthed student by claiming that his was a spontaneous and undirected reaction. The implication is clear − this is not a ministerial investigation with possible repercussions. It was an individual taking the matter into his own hands. Interestingly though, “spontaneous” was his defence and “lack of spontaneity” was the main criticism directed at the solo protester from the blue corner of the spectrum.

Apparently, according to the likes of Daphne Caruana Galizia and Lou Bondì, the fact that Abela Garrett’s protest was premeditated somehow lessens the value of the protest itself. Funny. I remember how both these advocates of spontaneous protesting defended Jeffrey Pullicino Orlando’s not so spontaneous antics in the run up to the last election. We have it from the horse’s mouth − in a recent interview with Josanne Cassar, Pullicino Orlando recounts how he was prepped and trained for those eventful days. In JPO’s words: “I was instructed by Richard Cachia Caruana and Joe Saliba to chase after Alfred Sant whenever he spoke publicly, in order to confront him when he did mention me”. Back then it seemed all very worthwhile for the Caruana Galizias of this world to defend the JPO charades to the hilt. Bah. Plus ça change.

Since when does preparing for an act of protest make it any less effective or truthful? It seems that the Times of Malta has sacked Mr Bonanno, the journalist who told Nicola about Gatt’s visit. Of what pray is this young hack guilty? Of telling Nicola about Austin’s visit? Why? Was it secret? It’s not like it’s a frame up to which he was accomplice. Had there been a false story and had he willingly accepted to become an accessory to it then sure, sack the guy. Here though we had a journalist losing his job because instead of following up on a fax announcing a protest in Valletta he “took his notebook” to the scene of a pre-planned protest he had learnt about via Facebook.

Theatrics and the public

Nicola Abela Garrett chose to enact her own little drama. She planned an ambush on Malta’s sleepy minister. It was well executed and actually got much more attention than is normally reserved to Ministerial hecklers in the standard press. The script included a few lies such as the bit about the bus from Attard to Naxxar and the missing of lectures (What lectures? Very few lectures have actually taken place since the launching of Arriva). She does not lie though when she voices the anger of all commuters who have had enough. As I said earlier − good for her.

The reactions to Abela Garrett’s very public showing were typically overblown. From the Labourite praises on the one hand to the character assassinations by the usual suspects in the Nationalist fold on the other. We are not new to political theatricals. Our very polarised television programmes that are supposed to be investigative are just well-rehearsed Q&A sessions with every pre-selected invitee playing his part. It was amusing this week to watch Lou “indignado” Bondì get hot under his collar on his blog (Lou, a blog?) about a new Saviour Balzan programme during which Balzan interviewed one of the abuse victims.

Bondì would have wished Saviour to ask a few questions that Bondì had prepared but, unsurprisingly, Saviour failed to pick up on this invitation. Bondì knows full well how crucial it is to the theatrics of TV for a programme’s presenter to control the questions as well as the panel of invitees. It’s theatre Lou − and the bad actors’ mask soon falls off on its own so there’s no need to worry about Saviour and his bias… it conforms fully to the journalistic standards on TV that you have so gotten us used to.

Curtain call

That’s all I have for this week. Actually I have more but time and space constraints play their part − as do editorial deadlines. I’d like to borrow the Apple philosophy statement for my concluding lines. I adopted this philosophy for J’accuse when I started the blog and I like to think, every now and then… that I still have that streak of craziness in me that obliges me to think different. Thank you again Steve Jobs.

Here’s to the crazy ones. The misfits. The rebels. The troublemakers. The round pegs in the square holes. The ones who see things differently. They’re not fond of rules. And they have no respect for the status quo. You can quote them, disagree with them, glorify or vilify them. About the only thing you can’t do is ignore them. Because they change things. They push the human race forward. And while some may see them as the crazy ones, we see genius. Because the people who are crazy enough to think they can change the world, are the ones who do.

You can change all the bus systems that you like. One fact remains. No matter what the new system there is always one factor that is a constant. The Maltese. Apologies for the blogging lull. Summer. Wedding. Work. That’s what’s keeping us away. Now go explain this to Joseph Muscat and Manwel Delia.

Austin & the two Emmanuels

Minister Gatt has taken note of the hunger strike announced by Emmanuel Cini. He has asked Arriva to speak to the hunger striker and try to ensure that his ends are met. We know this from a report in the Times in which Gatt’s actions were transmitted to the Times by a spokesman for Dr Gatt.

Minister Gatt did not speak directly to the press. He did not speak to Emmanuel Cini either. If the striker is even half serious you’d expect a bit more commitment from Gatt. Instead of his usual gutsy dismissive statement we get his metatron – a spokesman for Dr Gatt. Which makes you wonder what happened to the other Emmanuel, the one who was only too happy to have his name linked to anything Arriva before the fiasco began.

You know which Emmanuel we are talking about. The one who very evidently would not understand the meaning of a hunger strike.

Unplanned

ARRIVA is due to launch the new nationwide transport system on the 3rd of July this year. Drivers are being trained, fares have been calculated and new routes have been on the drawing board for quite some time now. While the size and type of transition will justify glitches along the way there is an irritating feel to the kind of transitional glitches that have surfaced recently. Two of them in particular:

1. The Bisazza Street gaffe: The man who would love to seem to be the brains behind the scenes a.k.a Manuel Delia of the Austin Gatt ministry (and PN candidate to be) explained that the detour around newly pedestrianised Bisazza Street would throw Arriva’s intelligent information system out of the window. As pathetic excuses go this one takes the ticket. Even the online commentators on the Times – not usually the best measure for spontaneous bursts of intelligent remarks – pointed out that an intelligent system does not get “thrown out of the window” every time there is a deviation.

It then transpires that, based on the agreement negotiated by Manuel Delia’s government with Arriva, the transport company will be entitled to compensation every time government works will oblige it to reroute. If we were to take the Times reporting as a fact then it would seem that such compensation is only due in the case of permanent rerouting:

The contract also lays down a formula for compensation under which a re-routing of this nature* will have to take place. This is calculated by multiplying distance by frequency, with the latter being the crucial element in this case. (…) Meanwhile, Mr Delia said rumours that councils would have to pay some form of compensation to Arriva for closing a road off temporarily were “complete rubbish”. In such cases, councils should inform Transport Malta of the planned closure which would in turn inform Arriva, who would tell its customers accordingly, he said.

*we are not told what “of this nature” really means and are assuming it is “permanent”

So in a country where roadworks are the norm – blockages almost a standard and government planning as controlled as a Brighton Beach Party – we have a government that ties this kind of clause into a contract. At least there is always the Resources Ministry to blame if the government is obliged to pay compensation for a Transport Ministry sanctioned contract. (see ADDENDUM) The left hand blaming the right anyone? So Mr. Delia… I guess what with all the lovely clauses you negotiated you also have one explaining to the taxpayer why he must cover the bill for your half-arsed planning.

2. The Bus Driver Shortage. And since bus drivers are not in great abundance it seems that the Transport Authority is having difficulties finding bus drivers to run the current system since many drivers are off training at ARRIVA.

As the yellow buses struggle to keep the public transport service running, with drivers being taken up for training by the new operator, Transport Malta has stepped in to ease the burden by helping with dispatching. (Times)

You cannot really blame ARRIVA can you? Then again.. what were they thinking?

3. Fare’s Fair?

Unless I am completely mistaken the fare business seems to have been settled. ARRIVA will be going ahead with the resident/non-resident distinction as the tiny disclaimer at the foot of the FARES page will show you:

*All the fares shown above are discounted Adult fares for Malta ID card holders.  To take advantage of these fares you must carry your ID card when travelling.  Full fare information for non-residents, as well as concessionary fare details, can be accessed here.

There is also the ARRIVA SAVER card that will require you to download and print a form, trundle off to the POST office (33 available branches), pay a €5 administration fee and choose between a 30 and 90 day top up.To be fair it seems that online top ups are in the pipeline. Still… this will not be the last that we hear on discrimination on basis of residence.

Interestingly there is this disclaimer regarding Gozitans or what seem to be the Maltese who carry an ID with an address in Gozo to save on the Gozo Ferry fee…

Please note, the Arriva Saver Card can be used in Malta only – unless when applying the customer can produce a relevant Malta ID card with a Gozo address, in which case they can also use their Saver Card for travel in Gozo.

I cannot understand this one. Is it telling me I cannot use the card in Gozo for buses in Gozo? What else can you have if not a Malta ID card? What kind of difference/distinction/discriminatory condition is “a relevant Malta ID card with a Gozo address”? This seems to me a very convoluted way of justifying the double-insularity exception for Gozo (the same one that allows Gozo Channel to “discriminate” fees). It would probably have been easier for two companies to have been formed ARRIVA MALTA and ARRIVA GOZO – each with their separate ticketing system. But hey… who am I to know?

ADDENDUM: In a MaltaToday report we read the following:

It turns out that it was only on 21 April – five months after Transport Malta signed the agreement with Arriva – that the Ministry for Resources and Rural Affairs asked Transport Malta to consider the complete pedestrianisation of Bisazza Street. This meant the decision to have a fully pedestrianised street was left up until too late for any changes to the Arriva contract.

Which might seem to be a saving point for the negotiators of the contract. Sure, until you realise that this will (probably) not be the last time the government (and yes, it’s useless pointing fingers at separate ministries) will decide to restructure the urban landscape. The timing of THIS pedestrianisation is not as much to blame as the clause that allows for compensation for rerouting in certain circumstances.

(Austin's) Time to Say Goodbye

Austin is preparing his swan song. He told Herman Grech of the Times that he has been doing so since the results of the last election were announced at the counting hall. It may be so but the fact that Austin feels that it is time to say goodbye and “enjoy his wife” does not suddenly give this Minister the license to take us all for a ride – whether or not he is the transport minister. J’accuse has often had words of praise for the Thatcherite resilience of Minister Gatt who seemed to get things done in areas were even devils feared to thread but as readers well now our criticism is equanimously balanced.

The two-part interview available on the Times contains a couple of “whoa” moments that might be an indication that notwithstanding ministerial claims otherwise, the Time to Say Goodbye might also be linked to the danger of Gatt’s decreasing capability of squirming out of hot issues.

First there are the questions on the parliamentary cock-up by the PN regarding the possibility of listening to witnesses on the BWSC question. Gatt is adamant that parliamentary procedure does not offer sufficient protection to witnesses who might incriminate themselves. Weird. Weird because, as Herman points out, Gatt had no such qualms for the Voice of the Med investigation. Weird because different political weight of the two issues is absolutely no excuse for not proceeding in the same manner for the second. Weirder still because Gatt is a member of the House of Representatives – a house that would be performing its duty if it were to investigate whether or not public monies have been subject of corrupt activities. Gatt is not the advocate for any of the witnesses and is in no way duty bound to protect them. Is Gatt aware that he actually stated that the witnesses are not protected from self-incrimination when bearing witness before the parliament? One should hope that if there is something incriminating about their behaviour then it would be in everybody’s interest that that behaviour were to be discovered (and not sheltered).

Then there’s the point of parliamentary procedure. Gatt has been serving his country since 1976 and feels it is time to retire and enjoy more worldly matters than the business of parliament. Is it possible that in all that time he did not notice this lacuna and move for a law that remedies the situation. Parliamentary democracies in the UK, US, Italy, France etc are used to examining witnesses within their legislative assemblies. It is rather sorry of a member of government to practically compare the safety of our parliament to some interrogation in Basra that could result in self-incrimination.

As for comparative studies, when Gatt is asked about the discriminatory fees in the transport system he rolls off the names of a number of city transport systems that – according to him – discriminate between residents and non-residents. He asks us to do the homework. So we do.

London:
Oyster Card: You go to the visitorshop (click here)and you can order an Oystercard delivered to your home in Malta prior to your visit to the UK. Once in London you can top up the card and use it just like any other London resident and at the same rates.

Stockholm:

Notwithstanding the fact that “By one measure—single ticket price for a 10-km (6.2 mi) journey—Stockholm has the most expensive-to-use public transport in the world, as of March 2009” – there is no discrimination between residents and non-residents on Stockholm public transport. A quick tour of the Wikipedia site for Ticket Prices in Stockholm would have given Dr Gatt that answer.

Helsinki :

Same as Stockholm. The advantages you can get in Helsinki are obtained by buying Travel Cards instead of single-fare tickets. It’s an obvious mode of discrimination that J’accuse has already pointed out but it is a discriminatory choice for the consumer and not based on the nature of the consumer. Talinn :

Talinn is the only one of the cities mentioned by Dr Gatt that does discriminate between residents and non-residents. With all due respect to Talinn it was rather, how shall I say, unusual for that city to be thrown in within the list. You’d expect a cocksure Minister to say “Hey, London, Paris, Barcelona, Rome, Brussels and Amsterdam” discriminate against non-residents. I guess Talinn has been bandied around as an example by Austin’s advisors. So I did not just look at Wikipedia (article here
– the article does include the following unequivocal statement: Ticket prices for non-resedentials of Tallinn are more expensive than stated above!) this time – I asked an Estonian blogger- Andrei Tuch –  about this scheme. Here’s the reply:

J’accuse: Would you know if city transport systems in Talinn (buses/rail/etc) actually discriminate between residents and non-residents when charging fares?

Andrei (antyx): Yes, they do. Tallinn has a populist mayor who wanted to isolate his supporter base, bribe them with benefits. At one point the scheme was blocked because it was judged to be unconstitutional (nobody must be discriminated based on residence), but right now the scheme does operate. You can see the prices here.

There you have it Dr Gatt. Three out of four of the cities you quoted actually do not discriminate between residents and non-residents. It turns out that Talinn’s scheme was judged unconstitutional (not even at EU stage but national stage) and is only the result of “a populist minister isolating his supporter base”.

Time to say goodbye? Maybe. Just maybe.

UPDATE:

In case we get accused of biased reporting. J’accuse sent a query to the Talinn City Government with regards to the question of different fares. Here is their prompt reply:

Dear mr Zammit,

There is a slight difference between the prices for  electronical periodic cards for the city of Tallinn residents and non residents.

Prices for  non residents are approximately 15-18% higher than prices for residents.

There are no price differences among the single tickets and hourly tickets (paper tickets).

Different prices for the city residents and non residents have been in force from the 1st of February 2010.
